Basically A Jedi can /duel a BH.

No, but byt the sys response that you get as the jedi, you know that bh has your mission. You cant attack him, not until he attacks you as normal. But, you now know he has your mission. So his advantage as a bh is gone. He cant wait to pick his moment, ie in a duel, or in the middle of a pve lair, or such like, cos unless you are a stupid jedi you wont get into a near incapped state while you know there is a bhnearby that has your mission.
It effectively, while not removing the first strike, removes any sense of surprise or mystery the bh may have been able to achieve to give him an advantage over the full temp jedi he is now most likely to be hunting.

Isnt the BH riding up into /duel range as guilty of making him loose the element of suprise?
No of course not. Dont be a fool. There are many occasions when you use guile to trick a jedi, even indulging in conversation with your target. Or when you come across a group of jedi (ie pvp group) and they shouldnt know which one its going to be. Or when you are in a cantina/busy player city etc.
the duel exploit used by some jedi is just what was stated by someone else, an exploit implimented to fix an exploit.
For a while, BHs were using a duel exploit of their own. They would go to their mark, /duel them and begin attacking before the Jedi could accept or decline the challenge. This would allow the BH to get plenty of shots off before / if the jedi even realize what was happening. Since the Jedi never accepted the duel, he would be unable to attack until they used /duel on the BH as well. God help theJedi who would not know of this bug, or not see the BHs duel request. They would just have to take their beating without being able to retaliate against the BH.
Thus... this was implimented into game. Now you are unable to duel anyone you are normally able to attack. You can't duel a SF of opposing faction if you are SF, and a BH cannot duel a Jedi if they have a mission on them, and a Jedi cannot duel a BH with a mission on them.. since they are able to attack one another. All it has fixed is that the opposite profession was given a new way to exploit /duel when it comes to Jedi bounty missions.

This one had an interesting template ... too bad you didn't catch him. Might've been an interesting fight.

eh? you know his temp cos he had FR2 and cloak, like almost alljedi? and you know the ones on kash were easy marks, cos they were on kash? maybe a 226 doing quests/killing necrosis. or a 226 that has decided to swap a tree in his template, and doesnt have his token left? truly you are strong in the ways of the force....

The message that pops up is "You cannot /duel that person because they can attack you".
Oh and that stupid lame ass logout bug, how in the heck is that still here?? That was present like last year! Isn't that breaking your profession? I'd complain more on that, 'cuzthat's going to make more and more of a difference. The bug as it used to be was to login, then exit and login before your char gets removed from the game. It then reports them as offline, along with I believe in the friendslist.
Is it true that neutral jedi aren't being shown on the terminals?? SOE fixes 1 bug and then just creates like 5 more, or breaks 2 more professions. Crafting now has a bug that used to be isolated to Armorsmith where it doesn't show the stats change when you experiment on an item. They do stick though, but just doesn't show why you are in the experimenting part, only after.

Something else that's your problem is your ignorance of the fact that using the "seek" option returns the Jedi's name.
