You might want to consider that most Jedi have all states at their disposal, also. Jedi with Powers x4xx (thats the Force Cloak line) can also inflict stun and dizzy states with only one attack.
As for the bleed: Your mind is clouded, you dont see anything a cloaked Jedi leaves behind.
Concerning items to be able to uncloak cloakers: No. Credits (which your proposal ultimately is) should never be a 100% counter to a skill worth 28 skill points. Ask for a skill to be added (outside of BH).

Most professions have the ability to stun/dizzy or blind in some degree. WHat I am saying is that it should be very effective. The states need to have the same effect as INTIMIDATE.
For the second point, the BH can track a Cloaked Jedi with droids to his exact place. I would think that spending the 120ish Skill points to be able to take a player bounty, ( master BH) should be enough skill points to be able to DECLOAK a jedi. What do you think.




I am not opposing states being made more effective - currently they are a joke. I am just pointing out that everybody has access to state attacks, so BHs would not only benefit from it, but also get hit by states.

As for Force Cloak: No, it is fine as it is. Force Cloak is a guerilla-style combatant, suddenly appearing, dealing some damage, and leaving afterwards. This combat style forces others to invest more points into crowd control to be able to beat a cloaker, which makes them more vulnerable to tank/damage dealer templates. It fits perfectly in the current system of balance which is partly implemented as rock - paper - scissors.
If a BH doesnt have a root attack because he wants to beat MDef / MLS / Enh 0002 / Heal 3000 Jedi (no Force Cloak, no Force Run, awesome tanking, awesome damage dealing), but has counters to this Jedi's skills (high defense / high accuracy / good kiting / high min damage), he cannot stop a cloaker from leaving. On the other hand, if the BH gets more crowd control in his template to be able to stop cloakers, he will be more vulnerable to the tank type of Jedi. No BH template should be able to take out all Jedi template easily.
Currently most Jedi have most of their points in LS or Defender, some switch more towards Enhancer recently. The only problem with Cloak is that the BHs who adapted their template to the currently predominant type of Jedi cannot beat other styles of Jedi, and come to the forums afterwards to complain about it. If they wouldnt be complaining about Force Cloak they would be complaining about Stasis or Advanced Force Run.
As a side note, if a BH does his job and stalks before attacking, he will have an easy shot at a cloaker at some point - defenses usually are low, and every Jedi does stuff in game, which usually involves uncloaking and fighting at some point, getting aggro and losing health in the process.
