Yes. Read through the Dev Posts and you'll find a post related to it. It was a bug and they'll fix it for newly crafted weapons, but it will take a bit for them to implement fixes for weapons like these that were crafted during the bug's existence.

Awesome pistol Pug 
I thought my Scatter that was capped in both speed and SAC was good, but this 1 takes the prize. Plus u have slightly better speed than my scatter.
