Well Untill it is fixed, or called an exploit do this.
/macro offerride to your mark...then hit em hard while he closes all those pop ups 
Though I'd only do this to known offenders, as it is really wrong, but if they see no problem with it (evident through Prior use of the trick by them or thier friends) then use it.
Well the Idea is this...for a solo hunter.
Have your target macro running...
Since you are safe till you attack ride right up to them, in your choice of mp Vehicles (flashspeeder would be mine)
as soon as you get your target locked, start the /offerride macro, no pauses...give it a few seconds, within a short while they will be sufficiently spammed. then hit your your other macro.....
/dump; /store; /target <mark> macro. You should get em easy enough then, and teach a lesson to the spammers too. Use thier tricks against them.
If you have 2 accounts or an evil friend to help, have your non-mission BH Drive and then atofollow you, as you kick the crud out of said Jedi, your alt follows you around giving them a headach with offers. In any event you a protected when thier buddies do it to you. Both you and the Jedi will be getting spammed at that point. But the main beinfit will be said Jedi will have a heck ofa time getting away with offers from your spammer hitting him, his buddies wont easily be able to spirit em out of there.
