And FOR THE RECORD...I like Jedi. We have a symbiont relationship....even if it is currently ONE way.
IF I had total control of SWG, and IF it were even possible in the coding...the first "change" I would make would be to the LOS on Kahsyyyk(yes, even over the BH-Jedi TEF), as to STOP insulting the "older" generations of Jedi who KNOW what it means to "grind".
This of course would follow with a hotfix for the BH-Jedi TEF issue, as well as the Jedi group vis problem.
Followed by the removal of Jedi from the GCW. They server no purpose now that the GTEF and SaberTEFs are gone. I would do this by creating a new "faction"...the Jedi Faction wherein, only over Jedi may attack overt Jedi of an opposite faction. It MAY seem unrealistic to have a Jedi have to sit back and "watch" as other players destroy a base, but given the Jedi current population, and it's steady growth, the GWC is quickly becoming a status of "Go Jedi, or go home". It would be done in the best interest of the game itself and all "non-Jedi" who wish to last longer then 10 minutes overt without being attacked by a group of PvP starved Jedi. Besides, that's why the Jedi character is an "ALT", not the main. You want to "join the struggle", use your main.....you want the pleasure of the Jedi content, use your Jedi.
Next I would look at the relationship between the action cost and damage output of lightsabers. When you CAN hit a player for 800 damage AFTER armor mitigation, there is NO need to be ABLE to do it 200 times.
My FIRST focus would be a division of attention to content for both Smugglers (it's about time they smuggle SOMETHING) as well as Jedi (FRS).
Then I would look at the "faction cost" for armorsmiths. I've heard it's outrageous to craft "factional armor".
I would then bring back pharm for the Doctors and combine it with existing abilities while extending the effects. Sure, they will need "resources" again, but at least they could start charging for "buffs" again. I woulndn't increase the EFFECTS of the buffs, just the duration.
Carbineers would see a warm up for Improved Leg shot, or it would be moved to the Master box.
I could go on...but I think these are the "major issues" that need addressed. But...that's just if you ask me WHAT'S important.

I could get behind some of that.
LOS. Should be easy to code away. They can already put in invis barriers to stop you from going to an particular spot. Be just as easy to block it off.
BH-Jedi TEF? I assume you mean the attack->Run to House issue. Yah, that needs fixed.
Jedi group vis...I wouldn't change the rules of vis. I'd instead go with Tanks' suggestion about making Jedi solo exp equal to normal player exp and it gets exponentially worse as you add players to the group.
I'd either:
Yank Jedi from the GCW and institute a shadow-war between the Jedi and Dark Jedi for control over the shrines. Maybe steal a combination from Capture the Flag, domination-mode from Unreal tournament, and vulnerability/bane mechanics from Shadowbane.
or
Institute Jedi-class professions for EVERY profession. Teras Kasi Ascendants, Nightsisters, Jedi Hunters, Gifted Artisans, etc. Balance those professions (which require a degree of difficulty/tedium/time equal to village + Jedi grind to master) against the Jedi, leave the BH/Jedi system in place, reduce the payout and xp loss (since Jedi wouldn't be an alpha profession anymore, the BH missions wouldn't be needed for anything more than flavor). Then offer anyone with a Jedi a respec option that would allow them to put the same amount of Jedi exp they've earned (not including any exp lost because they've maxxed or lost to BH's) to one of the new professions and call it good.
Then I'd put in a system similar to tribute from EQ1 that feeds from your PVP rating, that you can use to buy "buffs". If you're killed in PVP for any reason, that buff goes away and you've lost what you paid into it. As you PVP and gain points, you can spend those points on the buffs.
THEN I'd look at some high-risk missions for Smugglers that put them on the BH terminals WHILE the mission is active. These mish's would require hopping multiple planets. BH catches up to you and kills you, you lost the smuggler mission and the potential reward. I'd time-lock these so they can't be taken quite back to back. A cooldown timer of sorts. Short enough that smugglers aren't hating life, but long enough for there to be a bit of a sting. Maybe an hour or two of time logged in.
Drop faction cost for armorsmiths dramatically. They're an artisan profession. Expecting them to gain faction points is painful at best.
Change doc's buffs to be a group aura type thing. As long as the doc is WITH the group (in exp range or thereabouts) the buff applies mostly without cost.
Oh. And free beer. 
That's what I would do if I were king for a day (ok, take more than a day, but still...)
