Ditch the ALR and pick up either an Elite Carbine or a Czerka with max damage of around 900. So far as that template goes - yes it's good and seems to me to be better than the Pistoleer 0004 variant. Basically with that Pistoleer you're going for Stopping Shot which will miss or be blocked the majority of the time then you're left with a special that's useless for the next 30 seconds or so.
