you are wrong there.....it's fun to send random jedi these tells....and not have a mission on them...usually sit at the terms and use that as a reference list to send tells to jedi.

if you know a lot about your mark, who he hunts with and where he is hunting and you're good with words and know a lot about the jedi profession, then yes it is definetely possible, sometimes they even invite you into their grinding groups thinking "oh yes know we got this sweet rooter and damage dealer" next thing they know they get capped while tanking a layer
oh wait but i forgot none of this is possible anymore seeing as you have no clue who your mark is......

1) /cityban - It doesn't make it so they can't come back, but they can't use any civic structures while city banned. (Shuttleport, Garage, mission terminals, etc)
2) It's called "Zoning Rights". By default, it isn't turned on. But mayors can do it from the city terminal in city hall. Any "decent" mayor would turn it on right afterwards.
