The CL is usually around 59-67 ish on PvE Forward outposts - you can solo em, it will probably just take time. If you have anyopposing factionfriends I'd have them send you a list of PvE forward outposts, then get maybe a few pals to help clear the NPCs. You CAN solo it, but it takes a lot more time and I always liked to be semi-efficient with my time.
