That was my thought on it too. There's no point wasting the Bleed usages shooting the same guy every 3 seconds.....
That's also the reason I cranked the accuracy way up.
I use Carbines myself, and found the Bleed on this stacks with ActionShot2. Absolutely nasty. Cone shot, everyone in it hit for an Action *and* a Health Bleed.......
Then switch back to whatever.....

We've got pretty nice resources for advanced scopes on Gorath, all 950+ in OQ.
This morning I managed to pull an amazing build on an advanced scope .... +42 accuracy for only 15 HAM.
Typically only include these on custom orders, and recently rocket launchers. Commando types appreciate the huge to hit bonus as missing with a rocket launcher hurts.
As people have stated with the buffs that are available HAM has become quite secondary in importance. With the combat revamp it will be interesting to see if this situation changes.

has anyone looted or seen these after publish 22 the +60 accuracy ones or did they get removed
