Sounds like a skill enhancer tape. Those can only be looted and added to clothing with slots.

A friend of mine is looking for wound treatment speed clothing, and was told there is such a thing. I have talked to a few Master BEs and they havent heard of it. Any of you BE out there now what I am talking about and can help us out?

There are skill tapes that can be placed in sockets. You will find them by looting them.
