It is more accurate to say that BE can take any DNA from a creature, where that creature is 75CL or less and put that DNA into a skin. The variety of skins is limited, only about 69, but it does give a lot of flexibility. The final stats of the creature are not controlled by the skin although some skins have a minimum CL (kimogila skins are limited to CL40 and above). There is no known maximum skin CL.
In addition BE can engineer the pets, breeding out less desirable traits and breeding in desirable ones to come up with specific pets for specific purposes like very high resistance in one area while low resistance in another and some specific CL level.
So to answer your question, yes BE can make any creature that is CL75 or less in the wild but it may not "look" like that creature. In addition BE can make creatures that have never existed in the wild in SWG at all although they may look like a common creature, example: CL50 Vir Vir.
