No, it's clearly not, not even close.
Just to give you some idea, let's look at that dna you suggest. You suggest IMB, good choice, that's great dna, wish I could find some,lol. But anyhow IMB has a vulnerability to cold, so inserting that into a creature assures that you have miserable resistance (if not a vulnerability) to cold in the final creature. Certainly nowhere near 100%. It also has 3 other stats (aside from energy and kinetic) that are not at 100%. Therefore no matter what you mix them with, and how many generations you do, those stats in the final creature will not be at 100%. And of course the kinetic and energy of IMB are 10 points lower than you want, so to make up for that you'll have to mix IMB dna with something that has considerably higher than 60% kinetic and energy (if you find a creature like that, please let me know, lol).
That's just to give you an idea of how hopeless such a persuit would be.

I think you could get a creature tolow 50s kinetic and energy, and high 80s in others with enough generations and mixing of DNA. But it would take many, many generations to achieve it and the creature would be rather wimpy offensively.
