Do these work correctly as in if a MCH has these clothes on with +25 that they can control a lvl 95 or 3 creatures adding up to 95 ?

Nope. A MCH has a max pet level of 70. Meaning that he (or she) cannot call, or control anything that exceeds class 70, or have out any combination of pets that exeed a total of class 70.
The tissues help in the overall taming of creatures, and allow non wookie CH's control aggro pets that are class 60 or higher.
