does the crafting nerf effect bios?? its hard enough to make a pet at the lvl i want already

plus does anyone know the lowest a ronto can be made? ive made a lvl 15 but cant get it to drop to 14. would stink if 15 is the lowest. any advice on making a 14 ronto would be helpful. thanks
