I respec'd my Master Doctor into a Bio-Engineer and since this is a new profession for me I have one big question----What is Secret Research Data and how do I obtain this enhancement?

Welcome to BE ...

The challenge of BE of course is (at the moment) to craft something that isn't broken In all honesty - secret research data has been in the game for a long long time and not worked (not existed, promised to be added possibly as a loot item) a long long time. Unless someone who is a dev is playing a tissue crafting BE, i'd swear it's been forgotten.
