Do I need to Master BE to make the best possibleBE clothing? I'm attempting to build a char template, but lack this knowledge.

Yes in my opinion you have to be master, as 2 if the best selling tissues are in the master box (fear release and tensile resistence) nbuit even with master BE you won't be able to make the clothes, you need to be a tailor and i recomend being amaster tailor to get the maximum chance of creating a decent set of BE clothing with maximum sockets.
