Is there any kind of list that breaks down what kind of mods that BEs can add? And if so how high those mods can go? I've looked a few different places and found nothing but was curious to know exactly what kind of mods BEs can put out. Any help would be appreciated.

For what profession? BEs make a lot of stuff for different professions. Are you asking about Chef? Tailor?

Thanks for clearing that up, I looked on the FAQ again and amazingly enough I found exactly what I was looking for. Apparently I shouldn't be scouring the forums for info at 2 in the morning. But this is the info I was looking for;
There are 8 different classes of Clothing Tissues each with a higher level and a lower level version. The 8 classes are: intimadation/warcry, injury treatment/wound treatment, bleed defense, stun defense/melee defense, cover, maskcent/camoflauge, taming wild creatures/taming viscious creatures, and dancer/musician wound healing. The higher versions in each class enhance the same skill mods, but they enhance for a greater amount each. Several tissues cannot be currently made in bulk because they also require rare and obscure resources.

Another quick question, let's say I've got the Fear Release tissues which give me Warcry/Intimidation and I get a +10 bonus let's say.. can I have a peice of clothing crafted with 2 of these tissues so that a +20 bonus is taken overall?

Depends.
Sometimes yes sometimes no.
There are recipes like this:
100 units of XXX
20 units of YYY
2 identical Synth. Cloth from a factory crate
you need 2 +10 Tissues then, but the total bonus is only +10
if the recipe looks like that:
100 units of XXX
20 units of YYY
2 identical Synth. Cloth from a factory crate
3 identical Synth. Cloth from a factory crate
you now can use 5 +10 tissues and since they are in two slots it would indeed be +20. Thats they way how you can make +25 Injury Treatment stuff, with clothes that need 2 stacks of Synth Cloth.
Of course you could use 2 +10 Tissues and 3 unenhanced ones. Or 2 +15 and 3 +10. Or 2 Injury Treatment and 3 Dancer Healing.
Or or or...

It's important to point out that there are no clothing items that have RFP in 2 different slots.

For Tailors that can be put into clothing. I'm curious to know what kind of skill mods BEs can accomplish so if there's a list of skills and their appropriate mod limits that's what I'd like to know.

Synth Cloth Tissues:
- Enhanced Myoflex (gives musician/dancer healing skill)
- Active Biosensors (gives wound/injury treatment)
- Active Tranquilizers (gives taming wild/vicious creatures)
Reinforced Fibreplast Tissues:
- Coagulant Agents (gives bleeding defence)
- Fear Release (gives warcry/intimidation bonus)
- Scent Neutralization (gives camouflage/maskscent bonus)
- Mimetic Circuitry (gives cover bonus)
- Tensile Resistance (gives melee/stun defence bonus)
The theoretical max on each tissue is +20 but that's with perfect resources (the 1 exception is for melee defense with is +5 max). The max effective bonus is +25, and bonus over that is not counted. To reach this max all tissues need to be stacked either in 1 piece of clothing (not always possible) or multiple pieces of clothing.

new to chef profession and wondering what tissues are best to get. what is better to go with fill reduction, or nutritional bonus, or replicatin supstance? wonder what works best

Depends on what you are making but nutrition are the tissues most commonly used.
