i was wondering if any of the all mighty BE professionals would happen to know if it would be possible to make a pet with high damage (around 700-800 max) and about 6700 health? and if so would it possibly be around lvl 60?

Wish we could help you. The problem is with the CU, pet crafting is totally borked.
We're still waiting for them to fix it.

as noted above, we were told on May 2nd that the cloning process was being 'actively worked on'.
on May 3, TC came back into service.
TC lost all vendor items when it was restored. TC also does not have RotW access.
MOST code changes are pushed to TC, kicked around for a few days (or more), then pushed Live. right now, the devs are, according to interviews, looking at three weeks of 'firefighting'... which means that they'll be hard at work hotfixing problems that either didn't get fixed during the RotW and CU beta, or which have been recognized since the push to Live.
will hotfixes bypass TC (since TC can't be used to test any RotW content outside of internal testing, and since existing bugs with vendors/etc are currently still around) and go straight to Live? it has happened before, and it wouldn't surprise me to see this happen NOW.
the devs are aware of the cloning problems, and have stated that they are working on a fix to the system.
right now, the devs are working on EVERYTHING. I'd like to say that I've been able to track their progress on TC, but we haven't seen new code since TC returned to service. Live is currently on version 0.122156. TC is currently on version 0.121946.
until TC moves on to a more recent code version (it usually has a more 'advanced' version of Live code), we can assume that the code changes are mostly hotfixes, and not full publish updates.
the good news? important issues are being fixed more quickly than the regular publish cycle.
the bad news? 'hotfixes' that skip TC and are pushed to Live don't always get the testing needed. TC is currently a stagnant server (among other problems, the 'double xp' bonus is not active on TC).
we can HOPE that the cloning system changes are significant, and won't just be a hotfix (the complexity of cloning seems to demand this, and the differences between pre- and post-CU stats (armor, resists, specials, HAM vs Health, and more) seem to indicate that a working cloning system will be more than just a glorified 'item' conversion of pets, deeds, and DNA.
for now, I can't do anything to change the system. the devs have been notified, they have replied, and until we see a change in code, we'll have to be patient.
don't mistake this "wait and see" attitude with indifference, or resignation to fate, or laziness: I'm on the case. the problem is that this has been a 'known issue' since the CU beta opened, and we're still waiting for new code to fix it. the HOPE, as noted above, is that the devs are working towards a solid system, and not some slapdash band-aid patch.

The cloning/DNA issue was on TC-Ep3 and /bugged and reported in the issues thread. It's not like they didn't know before they pushed it live.

I was there, and I bugged and reported it myself (as did ArthurDent and his team).
unfortunately, the only dev feedback we have on this issue was in response to ArthurDent's most recent 'three questions', the answers to which were made public on May 2nd.
rest assured that this issue was never overlooked by the players (among them, the BioE correspondent at the time, ArthurDent, his 'alpha team' of five, and other players with an interest in BioE). however, the players and the correspondents don't set the priorities for code changes; we can only provide feedback to the devs.
