I understand that CL now determines pet size. Given highest CL, which skin will tower over everything around it? I've read about a CL60-ish falumpaset that can see over starports. Is the falumpaset the tallest? How about bolmas?

I can't answer your question but I can tell you that while bols are mountable, bolmas are not

The tallest NATURAL tame is the savage humbaba, found on Corellia and Talus.

If a level 60ish falump gets as big as a savage humbaba it will work. The only catch is the savage humbaba is the known upper limit of the saddle art; if a BE falump gets too much bigger you might have the outgrowing the saddle thing that has plagued some of the oversized BE mount critters.
