Is there such thing as a Non Creature Handler creature that can be used as a pet no matter what level it is?

I've heard some people say that Bio Engeneers can make creatures that let u use them without being a creature handler....

if its false, then is there any way you can have a high level pet without being a CH?

No there are no high level creatures that can be used by a non creature hadler. Even the pre-patch lvl 1 creatures have to be called by a ch and just help them call more lvls if done correctly.

If a pet is CL10 or lower and is non-aggressive then anyone can use it. There isa list in the FAQ.
