Tried last night to make some SN's for myself (get a friendly tailor to pop one in to some clothes for me) but the highest I could make was a +17 with experimental points left over, highest I've seen in the last few week son vendors have been +17's as well, is it capped at +17 ?

the total max you can get is +25, so you'll need to wear two pieces of clothing to get that effect regardless. Maskscent tissues and armor dont really mix, anyway, you want to use armor with inj/wound or intim/warcry shirts, so just shoot for +13 minimum for personal use or +15 minimum for selling on the market

yeap, I have +17's on my vendor right now, but 20 is the max with 1000 to every stat is the only way to achieve it.

Tailors can use two tissues in most types of clothing. The max for one piece of clothing is +25. In all practicality tissue don't need to exceed +13 for a tailor to reach the +25 maximum.
Tailors do look for higher end tissues for clothing that can take only one tissue however. The higher end tissues also allow tailors to add two mods to one type of clothing if that clothing can accept two tissues.
The rambling point I'm making is you don't need to push for the max all the time. Anything over +13 is just gravy.

If I recall the tissues that can be placed into two clothing slots are the Dance/Music tissues, the Medic tissues, and the taming tissues. These go into synth cloth.
The mask scent tissues are one of those one shot deals in clothes. There's no clothing schematics that have two (or more) slots to put this in so the theoretical max for a single garment is +20. For this stuff you could go +17 in one piece and +8 in another. Gets your +25 max bonus and saves some avian bones.

I can't think of a CH that can't use maskscent mods on top of taming mods.
personally, +13 mask and +13 taming in two clothing items does me well. I'm not wearing armor, but...

17 is the best I have achieved.
The mask scent tissues are used in reinforced panels, and no clothing item can take advantage of stacking these tissues to acheive the +25 bonus in one piece of clothing, although you can (for example) make items that use a synth cloth for taming and a reinforced panel for the mask, and maketwoclothing itemsthat stack the two bonuses to achieve the max +25 to taming and +25 to mask. I use a wooly shirt and camo pants that achieve this.
