Actually, thiswont work if his taming line is less than 2. If you don't have the skill to begin with, putting on clothes with the skill won't give it to you. Now, if he does have at least 2 in the taming tree, then this should work.

Aggressive pets first check against being a handler or not. If that passes, then it checks that the skill level is high enough to qualify for taming, which is roughly 12-13 points below what the CL is. Wearing +25 clothes will boost almost every handler high enough to meat this requirement within that of their max CL. It never checks that the handler has the Tame Vicious skill innately.

I'd recommend reading the FAQ above. In it, you will learn that the reason why your creature came out CL 25 is not because your formula necessarily yields a CL 25 powered pet, but it is actually because the skin that you chose (Graul) can have no lower CL than 25. So in reality, you probably sold your customer a very underpowered pet for the CL.
Secondly, in the same list, you will see that Graul is an agressive skin (as others have pointed out). In that same list you will see all other creatures that share that trait. In the future, this is something that you have to consider very carefully when making a pet.
