Could some one please tell me where to start the quest to get the tool schem ? I am at a total loss here. Please help.

its the shellfish harvesting tool. Its a fairly easy two-mission quest starting under the bridge in Anchorhead. The first mission is to take out an NPC BH, i think around 5-7k ham (and wearing a full BH armor set when I fought her, heh) and thesecond is a deliver mission, both of which shouldnt take you more than 1k from AH. You get the shellfish harvesting tool schem, which can be used by artisans with Engineering III. It takes Metal and Crystalline Gemstone, again IIRC, and its an unlimited-use schematic.
