As a doc pre-CU (dont know if it changed, I respecd to MAS) when crafting subcomonents power is used to determine the initial power of the of the stim when crafting (which can be chnged via experimentation). And charges added to the initial number of uses of the stim when it is assembled.
But like the previous poster said, with the 60 second delay, best to go for power over uses.
I would suggest always maxing power the first time you experiment and make a schematic.
Then go back and make another one (or two or five) crafts. If you can sneak an extra charge in at the sacrifice of 1-2 pts power its probably worth it. The exception is if you are trying to make top of the line, best available power (premium stuff) - then every point counts. There is also a psychological factor: 1201 enhancers look a lot better than 1199.
Well, using pre CU ALS and ABECs and post CU ACRMs I was getting 1244 power and 34 uses. By tweaking the ACRMs for uses vs power I pushed that to 1236 power and 36 uses. I figure 2 more uses is more helpful then a whopping 8 points of heal, so I stuck with those. Man am I happy I had all those pre CU subcomponent schematics in my datapad lol.

I asked this of my customers as well, and the power is better is always the answer. Simply because they want the max heal. They are quite happy to buy more crates and use them up faster, if it means the 200 points difference in healing. Those 200 points can be the difference in winning or dying.
I charged a 50% premium for my pre-CU stuff, that had the 31-35 uses range, with more or less the same power. Both sold out equally fast. (Around 20 crates in 20 mins once I put them up.)
Stim-D seem very popular at the moment.
