First point: This type of post is not encouraged here. See the link at the top of the forum from Jeassa which says "This isn't a trade forum". There is another sticky called "List of Bio-Engineer Vendors" or something similar that lists all the registered BEs (who use this forum) that have a vendor on your Galaxy.
If you need things for Chimaera and can't find help in the 'vendor thread' here,then you have to either ask on the Chimaera Galaxy forum, or the Chimaera Galaxy Trade forum or ask in game in the auction channels or spam at the starport 
Server-specific enquiries should always go on a Server-specific board.
On your second point - yes, a non-CH can use a level 10 pet and, if it's the right type, can have it turned into a mount (for a suitable payment) by a Master CH or CH-Packmaster.
