What happens is that the higher the CL, the less options the BE has in terms of what creatures can be sampled, and what sorts of properties that critter can have. At CL 20 we can sample from dozens of creatures to achieve 50% kinetic resists, and good HAM and damage for example, and give you pretty much any 2 specials you can think of. At CL 35 if you want armor and 60% kinetic we're down to a handful, and at CL 60+ now you're down to 1 or 2.
A BE can come pretty close to what you're asking, but it sure aint easy. There is a critter called Bark Mite Burrower Queen that has these stats (according to www.swgcreatures.com):
light armor, 60% kinetic, 50% energy, 12k HAM, damage 440-590, stunning strike/strong disease
So if a BE takes 5 samples of that and experiments it way up, he/she should be able to approach, or perhaps in some cases improve on, those statistics (resists and specials don't change however).
The trouble is, finding those is no picnic. I had or order for such a creature last week. At the time, I was fortunate enough to have 6 dna samples of BMBQ. I put that in my crafting station: experiment: fail, experiment: fail, experiment: fail, combine: crit fail. So much for my BMBQ samples. So I spent 2 nights doing almost nothing but cruising around the smuggler's outpost on Endor. Not a BMBQ in sight. I eventually felt really bad, and cancelled the order with the customer, just simply telling him that I am not able to guarantee a delivery time for such a pet but that I will be on the lookout for it.
I'd imagine that the BE you are working with is having similar issues. You might casually mention the BMBQ to him (or maybe he even has some better ideas, dunno), but be a little cautious here. BE's don't exactly like to be told how to make pets, just like I'd never presume to tell the armorsmith making my armor how to make that. The last time somone told me to "go out and sample X and make it into a pet" for him he was on "ignore" a moment later.

Tell me about it. Of course by the time I had gotten to the combine I didn't really care whether I crit failed or not (but I somehow knew it was coming, lol). All those experimental failures had ruined the critter to the point where it was not sellable anyway. But yea, I was very very pissed, as well as being embarasses that I was now suddenly unable to deliver on what would have been a godly pet. I tried using some regular BMB dna together with my 1 remaining BMBQ queen sample, and mixed in some various Rancor dna samples, but the result was certainly not what the customer was looking for. It resulted in something like 40% kinetic 45% energy with good HAM and damage. Still a good pet, sold the first day it hit my vendor, but I still felt really bad about it and looked at it as a complete failure on my part
