I was wondering if you could make very high lvl pets with a template of 4 0 4 4? Could you produce pets above level 55 or 60?

Yup. It's totally dependant on the DNA you use. You could still get a master BE to sell some MR DNA and use it.

What is MR Dna? So I would not be able to do it all myself from scratch? Or if I have a 4 in DNA I can still do it?

MR - Mutant Rancor use for most 60+ pets. You wont be able ot sample this DNA unless you are a master.

Well according to the FAFAQ (stickied above), with dna 4, you should be able to sample something in the mid 50's as far as CL. Therefore, I would guess that with engineering 4, and using only dna that you yourself harvested, I'd guess the highest level pet you'd be able to make would be somewhere in that same CL range, 55-60 or so.

I moved to Corellia I have no vendor and I don't know the coords to my house, but it doesn't really matter cause all my pets are in the tool box, I may have some in space, but that doesn't really concern you either.
