Better resources 
With an amazing sucess at assembly and great sucesses at experimentation if 115 is the highest you get then 115 is the highest your resources will make.

The weightings listed in the game are incorrect, they are not 33/33/33 instead they are 50/30/20. So you need use resources that are heavily weighted towards OQ, then PE, then FL.
