Do bio engineered clothes stack? For example..If I have a +15 bleed defense pants & a plus 12 bleed defense shirt do I get + 28 or is there a cap?

caps at +25

As hard as I try I have never been able to get a +15 and a +12 to come to +28. I don't know what I'm doing wrong! Someone help me!
