Which resources give you the most leeway for the final combine? The resources that went into the sub components or the resources used on the final combine?
I ask because I can hit 1176/19 with my stim D's and it seems that the better resources I get that it is making little difference in pushing the max heal on a stim D. Is this that "law of diminishing returns kicking in"?

The resources that go into the final combine have the greatest impact on strength. You want to use organic (seeds) with both high OQ & PE, and tat fiber with high OQ. Because of the way the crafting formulas work, the PE and OQ of the organic are equally weighted in the calculation (50% OQ and 50% PE, not66/33 as stated).
