I tried sampling a lvl 81 creature and failed. I then grouped with a level 80 friend and tried to sample a lvl 79 creature. That failed as well. What is the max lvl we can sample from?

CL75 is the max you can sample.

Try sampling another in the same herd. I've run into this lots of times and sometimes it's just a sick crit and you will be able to get another in the herd. There have been times, though, that an entire herd is "unable to sample" even though I have sampled that variety before and the level is well with acceptable means.
