Confused as always, what is this?
I have checked each planet looking for this in my survey tools, nothing.

it won't always be in the current resource shift. like dolovite iron, rainbow gemstones, and a host of other specific resources for certain schematics, you'll have to keep looking and wait for it to spawn with the next resource shift... or the one after that... or the one after that. when it does spawn, there is no guarantee that the stats will be good.

I believe this is the recycled version of Radioactives, from using the Chemical Recycler.

I doubt this is the case.
radioactives are 'minerals'. 'unknown radioactive' is a resource, just like 'class 1 radioactive'.

It's Unknown Radioactive Isotopes. 
Instead of saying something like Class 2 Radioactive or the like, it will actually say Unknown Radioactive Isotopes.

it won't be on every resource shift. you might have to wait a bit. try checking swgcraft.com for your server.
