I have heard there is a hard cap on the bonuses that tissue-enhanced clothing impart to a character's stats. The numbers I've heard--the max is +25 to any stat, except for melee defense which is capped at +8.
I notice, however, that when I wear my 3 clothing items that have bonuses built in, I see larger stat bonuses appearing on my skills screen (ctrl-S).
Defense vs Stun +45
Wound Treatment +26 (shows as +5/+31 since I have novice Medic)
Melee Defense +12
I'm wondering, then--am I truly capped but the skills screen doesn't show it? Does the skills screen simply show your totals for the clothing items (and adds them to your non-enhanced skill, as shown by my Wound Treatment example, above) rather than displaying the proper capped values?
I'm not sure what the actual caps are, if any. Some enlightment would be much appreciated.
Thank you.

Well I've not heard about a +8 cap on melee defence but we did get official word that any bonus cannot exceed +25. That includes skill tapes and such I'd imagine.
"I'm wondering, then--am I truly capped but the skills screen doesn't show it?"
Because in the same statement they said there is a UI bug which misreports the bonues and is also the root of what made the devs think they were working to begin with originally. Read the FAQ where the issue is covered in full.
