for clothing tissues:
milk #1:
589 flavor
896 potential energy
972 OQ
or
milk #2:
498 flavor
995 potential energy
1000 OQ
was thinking #2 because #1's flavor isnt too much difference and its only worth 20% of the 100%, just want to be sure though

The second is definately better, however is it a tissue that you really need to maximize the value of? With those high stats, it might be better off used in a chef tissue or (if any take milk) a medicine.
For what it is worth, the difference is small enough that they may give you the same end result, or depending on the ingredients, be only enough to bump you up one point.
