I'm currently working on Sampling IV, and will give you the rundown on what I have done thus far. It seemed to work pretty well. Mind you, I wasn't very interested in making money by doing missions for this. The travel time (especially for the oft suggested pikets on Dant) is quite a tradeoff when you could be doing more sampling. Anyway, here's what I've been doing:
Sampling I - Went to Theed, across from the Starport where the BE trainer is and just sampled from the "trash" creatures there. It sucks, but it works for getting started.
Sampling II - I went to Yavin IV, to the northern outpost, and cruised along the river. and seashore. There are a ton of creatures around the outpost, and by doing missions or just wandering around, you can find more than enough stuff to sample. I found that if I stuck to the beaches on the river and the "sea" areas, I had an easy retreat if I got in trouble, and I could keep a safe distance while scouting for more stuff to sample.
Sampling III - Went to Endor for a while, and sampled anything I found. This worked fairly well, but I ended up going back to Yavin for about two thirds of this.
Sampling IV - Spending a lot of time on Dath at the moment, and did some grauls and graul maulers for a bit after the server reset. I'm only about 25% done with it, but Dath seems to be pretty good. Even got a bit of experience sneaking up on enraged rancors already!
I hope that helps. It might not be the best plan, but I just did what seemed to work, and could complete all 4 boxes within two days...not too shabby.

My advice would be to sample voritor dashers and hurrton pups on dantooine - you can get missions for both and make some cash and you can work on your CL10 pets, dont think about the DNA sampling, dont think about XP - give yourself another reason to be out there doing it and the XP will come naturally.
You can sell CL 10s for 10-30k, more if you put them in mount skins, make yourself a nice little profit or give them away to friends, you'll get plenty of XP and cash for doing the missions and you might even have fun!
I'm assuming after you master BE you wont be doing any pets just tissues so theres no need to get exploration 3 or 4, in fact you can drop mask scent completely, however if you do go into pet crafting you have plenty of points with only Chef and BE to put into exploration 4.

I did trash the entire time at Mos Entha. All AFK, with the occasional check to ensure that i wasn't following a stormtrooper, and clean out the ol' inventory. At Dath, was too unnerved by rancors constantly breakin maskscent. It gave me time to head to the gym, go food shooping (talking RL here), etc.
