Ok, I'm gonna take a stab at this...
Skill Tapes are dropped from critters and loot piles. These can be inserted in clothing by anyone. They do add to most of the skills in the game, including experimentation points for crafters.
BE's make tissues for tailors. They can be used by the tailor at the time of creating the article of clothing. There are a few different types of these tissues and they cover only a handful of skills. Bleeding and intimidate defense, taming and mask scent bonuses, healing bonuses for medics and entertainers and perhaps a few more that I am missing. Check the FAQ thread stickied up top and look under the tissues section for a more thorough list. Again, these tissues arenot "end user installable"...only a tailor can insert them into the proper type of clothing.

the only ones I think anyone has a use for are intim/warcry, maskscent/camo, inj/wound treatment, taming/training, and dance healing. The cover, bleeding defense and melee/stun defense arent worth putting into the slot when you can use something else.
