Do you have to be a Novice Medic to use Pet Stims?

Anyone can use petstims, there are no requirements for any of the levels A-D.

Step 1: Glow with the force.
Step 2: Cool your heels until the old man shows.
Step 3: Kill the Sith that show up after at some point.
Step 4: Wipe out the sith Camp after that

Then you can pass the mist. You also can't be in combat mode.
