I got a +25 to med exp tape and it gives 12 for all BE crafting including pet and tissue exp

should give yu +20 (20 is the max) making you a 12pt BE.

It gives +25. 25 is the max from any clothes one wears.
You can see the +20 pretty easily because you have 2 more experimentation points. But the additional 5 increase your chances for amazing successes during experimentation.

I was just saying that i now have 12 points in exp for med, and tissues and pets. I did not know that +25 medical exp tape would give bonuses to the tissues and pets exp.

This changed when BE took over med crafting - all our crafting is now med crafting - if you look at your BE crafting xp it will never go up.
