My friend is novice B.E. We know with his limited skill he can't make many tissues. But when he does make what he can, he can't figure out how to use the tissues. He knows how to do the food additives, but can't figure out the B.E. clothes. So any help would be greatly appreciated.

I believe that is covered in the Tailor Forum stickies. In brief, just as chef tissues have to be turned into additives, tailor tissues must be turned into reinforced fiber panels or some other intermediate item that is then used in the making of clothing.
As you can tell, I don't really know a lot about the world of tailoring. I just make the tissues and leave the rest of the process to the professionals.

adding: tailor tissues come in 2 flavors ... ones that go into reinforced fiber panels and ones that go into synth cloth. If they won't go into the one he is trying to make them into, they will go into the other, then you just use them as normal. Best to read the tailor forums tho - there is a lot of good information there about this, and more importantly, how it affects the type of clothes that can be BE'd.
More info: lower level BE's make the same tailor tissues as master BE's but they make them in a 'light' version - less strength to the mods and a simpler recipe. Nobody can make +25 of any tissue, but TAILORS can actually combine 2 +13 or higher tissues into a garment to make a +25 garment - the catch is that the slots for the tissues have to be different; if the same, then they don't stack.
Lantyssa's tissues calculator is an invaluable tool ... I don't have the URL for it tho in brain ...

PS. You need to be a tailor to make the BE components for use inclothes unlike chef additives where you can use the light additives at artisan level.
