Maybe I missed something somewhere... but is there any way to bring down the CL of a creature besides going to the next generation? Can you experiment in something to do this?

To the best of my knowledge and experience, no.
Experimenting only improves creature attributes. We can't make them worse unless we do generational sampling, or mix in low level DNA in the original combine.
For example, our Level 10 recipes like the Huurton Pup and Voritor Dasher. The pups are about CL2 or so *grins* and this pulls the Dasher DNA down to a workable level.

Nope. The only way to lower CL is to either not experiment so much, or use generational cloning. By experimenting you are improving the states and therefore raising the CL (baring any failures)
