Even if you do get all your resists maxed, Kinetic and Energy will still be capped at 60%. Without the 75% damage reduction in PVP, pets will still take a beating with those who deal out those damage types in large amounts (any melee profession, rifleman etc).
For PVE, all creatures will do melee once your pet is in close quarters, so the 60% cap still hinders there.
Pets in PVE are good meat shields, and depending on what you're against, may hold their own at least for a while. A well designed high level pet may even win a lot of the time depending on what you're fighting. Pets in PVP, on the otherhand, are useful for their specials (blind, intimidate, dizzy) but otherwise are just a distraction.

Well it depends if you're going fora CH or non-CH pet....i'm guessing CH, and this is probably what you're looking for: AR1, maxed out HAM, 60% Kin, and Stun/Intim specials. This is the ultimate PvE tank sinceit takes 80%*50%*50%*40%=8% of the raw kinetic damage it takes from enemies in melee.

Due to the way the system works at the present time your best bet would be 60% kin and vulnerable to the rest anyway as they do less damage with AP2 weapons that way. Unless you were going to get the rest to 100%.
