When making tissues it is totally dependant on the stats of the ingredients used, or is there some difference to be had from the crafting process. Whenever I make chef tissues I get the same result bar a critical failure and always fill up the experimentation bar.

When making anything, the maximum you can experiment depends solely on the resources used. The success type on assembly adjusts the starting point, and the success types on experiments adjust the amount gained per point spent.
During the "one day crafting revamp", an amazing experimental success would "push" the max up above the resource cap, allowing for 100% experimented items. I've always liked that concept, and it may come back at some point.
Although there are stories of "critical successes" where an item goes above-and-beyond what the resources would normally do. The odds of that may be in the range of one out of a thousand, though, so it's nothing to really count on.
