Bio Engineer Archive

I recently finished off master bio-engineer, and a problem that's been plaguing me since novice is still around. No matter what I do, when making low level creatures (level 10 in this case) the action is always half of what the health and mind are. I'm trying to make myself a level 10 brackaset mount with "decent" (above 1k) HAM that's somewhat equal. Everytime I get anywhere below level 20, the action is always half of the mind and the health. I've been able to correct it just a tiny bit through cloning, but the action is still painfully low. Am I missing something? I assumed it was because I wasn't using very high quality samples, but even with those I still get the half action thing.
