Perhaps the difficulty is in the statement that you will be a very specific customer. BE is different from most professions, in that the random factors are such a huge portion of the total mix. As a master BE, I still have days that I can only successfully sample 2 out of 3 times in city trash and low-level engineered creatures. About 1 out of 3 failures results in an aggro, which isn't a problem with city trash, but it usually means cloning if the creature has anypower at all. Using very high quality DNA I still get regular critical failures both at the DNA level and at the pet level. Each sample of DNA is different even from the same creature. Each combination also has a random-factor mix. Even as a master BE, I get an average of 2 experimental failures out of 10. Experimental failures affect not only the stat you are working on, but a random one as well, often locking that stat against future experimentation. Special Attacks have to come from the DNA, but although you can make fair guesses as to which DNA they will be taken from, a surprise will occur frequently. And the stats even change on the "skin" combination. If you have to resample to get your pet, you risk killing the source without getting enough DNA to continue.
I have spent all day and about 50 DNA samples just trying to make one pet at a certain creature level, regardless of stats. A very specific order can take a week or more, countless slain/clone events, a bowl full of frustration, and a pet that is only approximately what you wanted.
Unlike most crafting professions, where a specific feature is only a matter of the right materials, BE features are very difficult to obtain and predict--even from established recipes. Yesterday, using a very established level 10 recipe, I got a series of level 11's an no level 10. That's the difference between a decent non-CH pet and a useless wimpy CH pet. This is using high quality crafting station, high quality crafting tool, and good materials.
I'm not alone. All BE's face these difficulties. They are even more unpredictable at lower BE levels. As you can imagine, not many BE's jump at the chance to do specific special orders. Even those of us who love crafting pets aren't usually excited about veryspecific needs. For me, it usually takes more than money to motivate me to try for a specific special order. I'll do it for a close friend or guildy. I might do it for a specific need that someone has. I've made pets before to help people replace beloved pets that were nerfed. (I get VERY attached to pets, too, so I understand.) But to work for a week through various frustrations and clonings, traveling all over the galaxy for DNA, just to walk away with 100K credits just doesn't appeal to very many people.
Your best bet is to make good friends with a BE on your server. I'd try to make almost anything for a good friend.

I don't mean I'm going to be brutally specific. I just want two Slice hounds. Really mean ones.
I'd like to know what kind of options I might have before it get's made; color, what kind of attacks, Creature level, etcetera, but I'm sure I would be thrilled with something close to what I want.
I haven't exactly been making tons of friends lately, so I might have to resort to bribery.
And I'm sure I can compensate with much more than 100k for the right service.
