I became a master Bio-Engineer less than a month ago and the first thing I wanted to do was create Pet stim Ds. However,I checked the schematic to see what it requires and lo and behold they require fish. This exasperated me because fish take so long to catch and they barely give you any meat. Why haven't the devs changed this system of catching fish or at least increased the yield from each fish? Under the current system it is way to difficult and time consuming to create Pet stim Ds.

Yes, it is. I have only gotten about 1k heal to HAM with D stims, and 650 on stim B's so it may be worth your while to just make stim b's instead if you don't want to fish.
To get better results in fishing you want a master artisan to make you a better fishing pole. Some of the fish give 5 fish resources others give about 15, it seems to just be luck.

it's easier to get than dathomirian insect meat
the thing is though you can charge an arm and a leg for pet stim D's because it takes so long to get the required resources .... /shrug
