What level can a BE pet be w/o having to be a ch is it 10 like CH pets or what

The same creature level restrictions that apply to creatures tamed in the wild apply to BE pets. The max level pet a non-CH can tame and control is 10.

Are BE pets better than wild animals because a lot of lvl 10 wild animals sux.

It is a fact that lvl 10 BE pets can be made substantially better than wild pets, even to point of being considered too powerful by SOE and some BEs. Your local BE should be able to make a pet with 6k/3/1.5k HAM and 14% kinetic resistance which should make a fine pet.
