is there skill tapes to make u a 12 be ???

The answer is probably in the stickies somewhere (buried, to be sure, since there's so much information there), but I'll just tell you. Medical Experimentation mods (+20 or better) can make you a 12pt crafter. But those extra points will really only be handy for making meds. And just to add a few extra charges at that. For pets or tissues/additives/whatever the extra points aren't really useful. And while they're nice to have for med crafting, I wouldn't consider them a requirement for those either. Not like 12pts is for chef or weaponsmith.
