what are the best numbers you can come up with for active biosensors and can they be stacked in clothing or not?

With junk resources I can easily get +13 med mods.
And yes, in certain clothing items they stack, so you can get the +25 in one item.
The decorative headdress for example. I love getting these made to give away

Hi,
I think I have heard of some people getting +18 or +19 on these tissues, but my highest is like +17. It will of course be dependent on if all your resources are high quality.
