If you wanna play with a lot of generations.... I'd try:
1) BMB-VD-HP-HP-HP -max phy and make suredexterity is 50-100 points below hardiness, and then intellect 100-125 below dexterity. Make, resample.
2) MH-MH-sam-sam-sam- max phy and do the same with dexterity and intellect are the same in relation to hardiness as before.
If you're lucky, you'll get around CL18 with armor and high 50s if not 60 kinetic, if not slice what you make and repeat step 2. Of course, you are looking for CL23, so you have room to play. If the CL is lower than you want in the 2nd gen, then try again and put a point of experimentation into agression in the 2nd gen. Also, with the MH samples, use only VHQ and make sure they have over 600 fortitude.
While experimenting with this, always pay attention to Fierceness and Power... Power, the highest contributor todamage,effects CL a lot less than Fierceness. Around 25 fierceness makes a <CL10 pet, but armor usually adds about 10 CL, so armored with 25 Fierceness will usually land you somewhere around CL20.

I can pull off CL27 with AR1 and the desired specials easily enough, but "good resists" beyond 60% kinetic is going to be kinda tough at that CL.
