This simply can not be "working as intended"

Ok so now comes my question for you BE's is about the seemingly completely random damage that pets do. As you can see pets rarely do even there minimum damage in pve or pvp and the difference in the damage they do between hits seems to have nothing to do with the min-max damage. AsI said in the CH fourm I am both bothered and intrigued by this. I kinda have a half @$$ed theory that this could be linked to a DNA stator simply just a bug. Can any of you offer any explination for this?

No idea. Just wondering if you also sent some BE-pets into the field? The names of your pets indicate they're tamed wild creatures. Also the To-Hit value of the pets, equipped armor and defense skills of opponents might be of interest here.

how did you go about compiling those damage figures? I ask because damage is often difficult to track accurately with all kinds of numbers flying around the screen, especially on Cnet with all the spam.
Things that come to mind that might explain some of your findings: perhaps some of the people involved had one or more pieces of armor on after all that wasn't so obvious(a glove, a bracer, a boot etc.). Did they have any food in their system? How about various ranged or melee damage mitigation skills? Did the low damage hits perhaps correspond with a pet using a special attack? how about a ranged attack? Were they fighting back against the pet? Did the pet perhaps have any state effects on it for part of the battle?
For a more controlled experiment: I think as a baseline I'd recommend sicking your pet on some buck nekkid artisan who has no combat skills (although I could just imagine that conversation... "would you please take off all your clothes and let my pet eat you? If so I'll give you a carrot" rofl), then progress from there and see how various amounts of melee defense (only should effect hit % I believe) and damage mitigation effect your results. And of course it is vital that nothing like skill tapes, food, armor pieces etc are allowed to affect results. It would also be easier if you used a pet that had no special attacks and no ranged attack.

No armor at all was worn.I thought it could be because of def modifiers but when i had my pet attack yard trash and got the same results it got me thinking that something might be bugged. And I got these results by monitoring the combat log while watching the floaty numbers. I did this at a dead time while there was no one dueling around cnet so the only thing in the log would be the stuff from my tests. If any of you BEs are interested in helping me do some further testing on this ill be glad to do whatever i can to assist inluding making a new character on another galaxy. I am on valcyn btw my in game name is velitham (i hope i spelled that right)

Laughing so hard I can hardly see my screen. This was such a GREAT visual image.
